Specialized Experience at the FP-4 (GS-11) Level: To qualify for this position at the FP-4 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-5 or GS-9. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: - Experience applying Federal records management laws, regulations, and policies, including the Federal Records Act, NARA guidelines, and 36 CFR requirements, to ensure proper maintenance, use, and disposition of Federal records. - Experience conducting records inventories and developing or reviewing records retention schedules for submission to the National Archives and Records Administration (NARA). - Experience overseeing or guiding organizational units in establishing electronic filing structures and file-naming conventions, and ensuring compliance with records lifecycle management requirements. - Experience using NARA systems such as ARCIS and ERA to manage, transfer, and track Federal records. - Experience advising staff on proper records management procedures, including organization, maintenance, transfer, retrieval, and disposal of agency and Federal records. - Experience reviewing and resolving issues with legacy records, including those containing National Security Information up to the Secret level, and determining appropriate disposition based on regulations, laws, and agency policies. - Experience analyzing records management issues and recommending improvements to enhance program efficiency, accuracy, or compliance. ~OR~ Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. ~OR~ A combination of education and experience ~AND~ Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position.
