You must meet the Basic Requirements (Individual Occupational Requirements - IOR) AND the Specialized Experience to qualify for Printing Services Specialist, as described below. Basic Requirements (IOR) Education: Undergraduate AND Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR Experience: Specialized Experience - Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the above basic requirements, applicants must also meet the specialized experience requirements. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least 52 weeks at the next lower grade level. For this position, the next lowest grade level is GS-11. Qualifying specialized experience for this position and grade level includes meeting at least 3 of 5 of the following: Experience managing and coordinating printing procurement and production activities for an organization. Experience reviewing, preparing, and processing printing requisitions, and contracts in accordance with (IAW) federal printing regulations, policies, procedures, and Government Publishing Office requirements. Experience determining technical printing specifications such as formatting, paper stock, binding, layout, and production requirements. Experience monitoring costs, reviewing invoices, and tracking printing orders through automated systems. Experience researching, troubleshooting, and resolving complex printing and procurement issues.
