For the GS 14: You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or equivalent, performing all of the following: Providing advisory services on Federal compensation, payroll, leave administration, or related HR programs; AND Interpreting and applying Federal HR laws, regulations, and policies related to pay, leave, and payroll operations; AND Leading or supervising staff delivering HR operational or compensation services; AND Managing customer relationships and resolving complex HR or payroll issues while supporting program operations, strategic planning, or process improvements. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
