In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirements listed below- this experience must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". For the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all the following duties: Developing functional requirements for HR information technology systems based on customer, stakeholder, or business needs; and Planning, coordinating, or evaluating HR technology testing, policies, processes, customer needs, or research to recommend improvements and system enhancements; and Supporting product lifecycle activities, including backlog management, feature prioritization, release planning, or requirements tracking; and Leading project teams, contractors, or workgroups responsible for program analysis, business analysis, product development, testing, or system lifecycle activities. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
