To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience performing recruitment and staffing functions, including analyzing positions and workforce needs, developing applicant assessment criteria, preparing recruitment packages, and providing consultative guidance to managers throughout the hiring process. Experience providing advisory services to managers and employees regarding staffing strategies, qualification requirements, hiring authorities, and recruitment flexibilities. Experience researching and interpreting federal personnel regulations, processing personnel actions, and ensuring compliance with applicable laws, regulations, and policies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Recruitment/Placement - Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs. Human Resources Management - Knowledge of federal HR laws, regulations, policies, and procedures governing staffing, classification, pay, benefits, employee relations, and performance management. Ability to Interpret and Apply HR Regulations - Ability to independently research, interpret, and apply federal HR guidance to complex personnel actions. Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
