To qualify for the GS-09 on Education alone, you must have: 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience analyzing workflows, administrative processes, or operational activities to identify inefficiencies and recommend improvements. Experience collecting, analyzing, and presenting operational, workforce, financial, or program data through reports, dashboards, briefings, or performance tracking tools. Experience coordinating administrative operations including executive support, travel, procurement, budget tracking, project coordination, or process improvement activities within an organization. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience leading or managing business operations, workflow improvement initiatives, or organizational process improvement efforts involving multiple offices or stakeholders. Experience analyzing and synthesizing operational, financial, workforce, or program data to develop executive-level reports, briefings, recommendations, or strategic decision-support materials. Experience providing senior-level administrative and operational support including executive coordination, budget oversight, procurement support, internal controls, and resolution of organizational issues. You cannot qualify on education at the GS-12 level; you must have experience.
