Communicate to managers the rationale for exclusion of individuals on job certifications in such a way as to promote understanding and acceptance of decisions. Prepare and issue merit promotion rosters, certificates of candidate lists in accordance with regulations, local policies and established priorities. Respond to inquiries concerning merit promotion certificates. Verify eligibility of candidates by application of appropriate qualification standards. OR EDUCATION: Successfully completed at least one full academic year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described above; however, have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; at least one year of progressively higher level graduate education, but have not obtained a Master's or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. GS-07: One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. GS-09: One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. GS-11: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
