In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Click here for IOR's Specialized Experience: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one year of specialized experience at the next lower grade, GS-11 or equivalent, in other pay systems. Examples of specialized experience include provided field level technical assistance training and sustainment on complex aircraft and cyber/communications weapons systems. Worked on and enhanced sortie production capability to include cyber/communications weapon system security. 1) Installing, configuring, and troubleshooting complex network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, and concentrators. 2) Performing feasibility studies to develop or modify complex information systems to meet user networks and/or telecommunication requirements. 3) Developing test procedures to ascertain user friendliness, applicability to the work environment, and compatibility to existing networks. 4) Reviewing plans and specifications to ensure adequate analysis and justification of requirements, realistic cost estimates, and implementation dates. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the operating and maintenance concepts, network architecture, interrelationships, operating modes, configuration, topology, troubleshooting methods and protocols typically found at base level. Knowledge of complex configuration management techniques, and requirements appropriate to manage base level network systems. Knowledge of personnel management policies, practices, regulations, and procedures to adjust work operations to meet emergencies; change of program or production safety, and security requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and access progress toward their achievement. Skilled in developing interpersonal relationships, maintaining working relations, planning, organizing, reprioritizing work to meet changing deadlines, developing and conducting training to ensure proper maintenance of assigned system/equipment; making recommendations to senior leadership or maintenance technicians and communicate orally and in writing. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective to better predict how management can meet future requirements. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
