Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements: You must possess one of the following: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR, Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting one of the Individual Occupational Requirements above, you must also meet the specialized experience and/or education requirements listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing subject-matter classroom training to others within an organization; participating in the design, development, evaluation and/or modification of training materials; perform audits as an objective and systemic evaluation to provide an independent assessment of employee performance; compliance, reporting, and planning specific to any related performance monitors or measures; formally evaluates the effectiveness of staff, program, and curricula content; evaluates participant feedback, and determines changes as needed; demonstrates expertise in scheduling requirements in the clinical setting. Preferred Experience: Proficient in course curriculum development, implementation and maintenance, possesses a minimum of one year of training experience with a diverse customer base, exhibiting moderate to expert knowledge in use of SharePoint, PowerPoint, TMS, Microsoft Office products and other electronic medium to communicate guidance, trainings and directives. Knowledge of and ability to develop training programs and materials that are consistent with current service, Medical Center, VISN, and national guidelines, rules, regulations, handbooks/directives. Knowledge of and skill initiating effective interpersonal relationships and negotiating solutions with supervisory staff, professional and non-professional staff, persons from other services, personnel in other VA facilities etc. with the ability to communicate training standards professionally both verbally and in writing. Ability to operate within the Team and individually with little supervision and oversight, pivoting between teaching/training a class, attending meetings and responding to emails, messages and staff requests for assistance in a timely manner, meeting deadlines and outcome expectations.
