Education and/or Experience: Bachelors degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR, Certification as a Certified Clinical Engineer (CCE) and a bachelors degree not listed in item above. GS-14 Grade Determinations: Specialized Experience: Must have at least one (1) year of specialized experience that equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. To be credible, specialized experience must have been equivalent to at least the GS-13 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Implementing and/or sustaining an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements. Developing material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare. Advising staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems. Project management principles, as applied to the healthcare setting and medical equipment, and information system implementation. Interpreting and applying complex codes, regulations, guidelines, and standards associated with the biomedical engineering field. Communication and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate all of the following KSAs. Ability to apply advanced knowledge of relevant codes, regulations, guidelines, and standards associated with biomedical engineering to support the needs of multiple facilities. Ability to effectively convey highly technical information to a wide variety of individuals, including technical and professional clinical staff, and senior level managers at the facility, VISN and/or national level. Ability to manage a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and TJC requirements for multiple facilities. Ability to apply advanced knowledge of principles, theories, concepts, and practices of biomedical engineering. This would include the ability to keep abreast of changes in technology and utilize the information gained in the solution of biomedical engineering problems to meet operational needs of multiple facilities. Ability to directly support the most complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple facilities. Ability to work collaboratively with other disciplines, senior management, VHA Central Office, and VISN staff. Ability to develop and implement healthcare technology management policies that are consistent with organizational objectives. Scope of organization spans from multiple facilities to national.
