Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating well-developed leadership, decision-making, analytical and evaluative skills, and a capacity to carry out original and creative work in the areas of complex system integration, management, and operational assessment. Experience applying expertise in Information Warfare principles, concepts, standards, and methods to provide significant and innovative recommendations for advancing Information Warfare training programs and methods. Experience displaying proficiency in civilian administrative requirements and ability to evaluate the work performance of civilian personnel and conduct supporting administrative actions including developing briefs, counsels, and evaluating all civilian personnel Individual Development Plans (IDPs), Performance Plans, and Performance Reviews. Experience resolving complex problems by determining root cause, gaining consensus on resolution alternatives, and implementing the chosen option. Experience exhibiting proficiency in military organizational structure (relating to Navy, Joint, and coalition environments) as applied to operational needs, Fleet training, individual training, and program budgeting. Experience communicating effectively and convincingly, both orally and in writing. A completed Master's Degree is preferred for this position.
