CONDITIONS OF EMPLOYMENT CONTINUED FROM ABOVE: This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must beremoved from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. Position requires the incumbent to Pro-Shift. These duties may require additional duty hours outside of the normal schedule. Pro-Shift duties require medical clearance to perform these duties. Incumbent must pass a physical examination. Physical examination required due to long hours, stressful situations, and rotating shift work. Incumbent must qualify and re-certify annually for Pro-Shift duties. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in DD Form 3207 and sign the DD Form 2365 as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction 1712 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods plus a thorough understanding of how CJCS enforcement programs of the NMCS are administered in order to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating USNORTHCOM CCC training and exercise program effectiveness and to assess and improve training, education, and exercises resulting in improved program effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the National Military Command System (NCMS) and its mission essential functions and tasks. Knowledge of Department of Defense and combatant command crisis response plans and processes and the command and controls systems used by combatant commands. 2. Knowledge of combatant command peacetime and wartime characterization of, assessment of, and authorities to respond to events. Knowledge of Joint Training System and Joint Exercise Life Cycle concepts, model and methodologies. 3. Skill to identify, develop, and provision relevant, effective, and complex joint training program requirements, content and deliverables and to assess the effectiveness of the product. Skill in the management of detailed planning and execution of multiple training exercises. 4. Skill in the use of standard research tools, and office production and management software (e.g. Microsoft PowerPoint, Word, Excel, Outlook, Project, and other research tools, and the Internet). 5. Ability to identify joint training program shortfalls and deficiencies, anticipate future training requirements, and to develop alternatives and formulate solutions. Ability to generate and develop new hypotheses, theories and methods to properly train and exercise and integrate Contingency Command Center (CCC) missions in a multidisciplinary environment. 6. Ability to communicate effectively, both orally and in writing with internal staff and external agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
