Minimum Qualification Requirements: Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Leading international program planning and policy development, ensuring compliance with ethics, travel, procurement, information security, and data-sharing requirements while developing policy memoranda, position papers, and strategies for emerging international issues. Formulating and defending multi-year budgets, overseeing execution in federal financial systems, conducting cost-benefit and risk analyses, and preparing executive-level briefings and decision materials to inform leadership and OMB/Congressional inquiries. Developing, negotiating, and managing international MOUs, IAAs, and Cooperative Agreements; tracking performance and compliance; coordinating with U.S. and foreign partners; and managing international travel processes including passports, visas, J-1 visas, and policy/system oversight.
