You must meet the Education Requirements and the Specialized Experience to qualify for Financial Management Specialist, as described below. Education Substitution - If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. If qualifying based off education for the GS-11 level, applicant must possess: LL.M. if related OR 3 full years of progressively higher-level graduate education leading to such a degree Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-09, in the Federal Service. Qualifying specialized experience for GS-11 includes meeting at least 4 out of 6 of the following : Experience applying Federal financial management principles, policies, and procedures to analyze, reconcile, and report financial data with accuracy and compliance. Experience managing Intragovernmental Payment and Collection (IPAC) transactions by processing IPAC bills, creating IPAC obligations, and reconciling transactions to ensure correctness and regulatory compliance. Experience using financial systems such as NCFMS, UFMS, and similar ERP platforms to extract, validate, analyze, and interpret financial information for reporting and audit support. Experience reviewing, tracking, and validating obligations, expenditures, and budget execution data to ensure funds availability and adherence to agency budget controls. Experience identifying financial discrepancies, researching root causes, and implementing corrective actions in coordination with program offices and financial operations units. Experience communicating financial findings, recommendations, and status updates clearly in both written and verbal formats to support operational and strategic decision-making.
