Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the specialize experience. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience leading or supervising staff includes conducting performance reviews, providing specific feedback on work products, managing workflow, and facilitating meetings. 2. Experience with ED discretionary grants that serve unique populations (such as individuals with disabilities, high-needs students, professions with critical staffing shortages, and parents/families) including writing notices and slates, managing peer review processes, and overseeing grants management (including monitoring and risk assessment). 3. Experience analyzing key programmatic details to brief, collaborate with, and present to various stakeholders (such as contractors, senior leaders, and external groups) on success, issues, process improvements, and policy options. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to manage staff work assignments effectively and hold staff accountable for performance. 2. Knowledge of the U.S. Department of Education's (ED) Discretionary Grants Handbook and Human Capital Policies, including drafting and reviewing notices and slate documents for sound substance and high-quality writing. 3. Skill in analyzing programmatic issues and complex information with clarity and accuracy. 4. Knowledge of the U.S. Department of ED's grants management system, general administration regulations, and code of federal regulations to review written products to ensure accuracy. 5. Ability to oversee contractor performance and contractor processes.
