You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below. For the GS-13 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-13 level includes at least three (3) of the following: Facilitated human resources support activities, two of the following: coordinated staffing actions, tracked personnel actions, developed workforce planning documents and/or liaison between program office and human resources to resolve personnel matters; Facilitated financial management support activities, two of the following: developed and tracked financial plans, monitored obligations and expenditures, analyzed budget execution data, prepared financial reports, identified variances or discrepancies, timekeeping duties and/or prepared travel authorizations and vouchers; Researched and analyzed data and programs and presented findings for leadership review; and/or Advised staff or management on administrative requirements and ensured activities complied with applicable regulations, directives and/or standard operating procedures.
