Specialized Experience Requirement: For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as 3 or more of the following: Develop understanding and acceptance of human resources management objectives by operating officials and encourages their participation in accomplishing these goals; and/or Consult with management in the formulation of major programs and policies, and gives expert advice and guidance on personnel aspects relating to the execution of technical and administrative programs; and/or Serve as an authoritative expert to management in the development and implementation of complex personnel management programs and objectives; and/or Provide management with recommendations for effective program operations, advises on regulatory and legal requirements of the program, and promotes acceptance of human resources programs and management initiatives; and/or Evaluate human resources program operations for quality and quantity of work, regulatory compliance and effectiveness of service and develops, manages and carries out long-range plans and specific projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
