(Transcript required)You may qualify based on your experience, as described below: You will be rated on the following Competencies for this position: Basic Requirement for GS-13: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Specialized Experience GS-12: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the GS-12 occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Support functions and projects entailing the full scope of procurement activities dealing with reviewing, analyzing, and validating procurement policy, guidance, internal controls, and audits; reviewing, analyzing, and interpreting Federal and Agency regulations, letters, circulars, responses, and policies for application to TAC contractual operations; developing and establishing a wide variety of policies, procedures, and acquisition instructions for Federal Information Technology (IT) contracts necessary for executing the complex, enterprise-wide contracting mission of the Federal Acquisition Center. [Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume] Specialized Experience GS-13: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the GS-13 occupation in the organization. Examples of specialized experience would typically include but are not limited to: Has served as the Acquisition Center focal point for all matters related to implementation of Federal and VA procurement policy, guidance, internal controls, and audits. Independently reviews, analyzes, and interprets Federal and Agency regulations, letters, circulars, and/or policies for application to Acquisition Center contractual operations; and develops and establishes a wide variety of policies, procedures, and acquisition instructions for the organization. Answers inquiries and provides contracting advice and technical assistance to Acquisition Center personnel regarding general and specific situations encountered for all types of complex contracts (i.e., supply and/or service contracts) or contracting methods that are necessary to plan and execute sound strategies to procure a broad range of long-term, complex requirements.
