This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the " Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Mastery knowledge of a wide range of experimental, qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of acquisition concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of research and development concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of procurement and program office concepts, principles, operations, laws, regulations, programs, and practices; and knowledge of contracting, resource management, and budget execution concepts, principles, operations, and practices to function as a Technical Director. 2. Extensive knowledge and experience with DOD, Joint, AF, Army, Navy, interagency special operations forces mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. 3. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, POM, contracting, and requirements. 4. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 5. Skill in managing multiple organizational levels to meet program requirements, goals, and objectives within available resources. 6. Ability to assess, plan, direct, and organize directorate and subordinate functions. Provide mentorship and motivate the directorate and supporting staff through subordinate supervisors. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Knowledge and experience of advanced special tactics operations, procedures, techniques, tactics, systems, equipment, and methods to serve as an operational baseline for the integration of current operational needs requirements, strategic technology investment, planning, programming budgeting, management of directorates, and integration of diverse programs. Oversees development of special products, has regular senior level interface and provides multi-year executive management continuity. 4. Knowledge of and experience with Future years Defense Plan (FYDP), Major Force Program (MPP), DoD appropriations, budget estimate Submissions (BES) and Program Objective memorandum (POM) programming methods, procedures, regulations, policies, and processes in order to recommend reapportionment, supplement appropriation, unfunded requirements, congressional inserts, deferral, and reclassification of funds. 5. This is an emergency essential position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. 6. The employee is required to carry and monitor a pager while on or off duty and respond as directed. This may include reporting for duty during other than normal duty hours. 7. Based on operational necessity, TDY away from home station in support of unit mission may require travel by commercial or military air, water or ground transportation. 8. This position requires psychological screening, polygraph testing, and urinalysis. 9. Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
