Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering compensation programs, including analyzing commercial vendor surveys and global market data to make recommendations for pay and benefit adjustments in accordance with federal regulations. Experience developing and implementing compensation policies and procedures that comply with federal pay systems, (i.e. General Schedule (GS), Foreign Service (FS), and Senior Executive Service (SES) pay structures). Experience providing programmatic support to federal HR professionals and Locally Employed (LE) staff at U.S. Missions abroad. There is no substitute of education for specialized experience for the GS-13 position. To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
