In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Primary advisor and coordinator for all spill-related matters, interfacing with stakeholders ranging from senior Navy leadership to federal, state, and local regulators on complex and often controversial issues; Advisory & Coordination; Provides expert advice on spill response, cleanup, and regulatory compliance, ensuring a uniform approach across the region. Program Management: Assesses program effectiveness, formulates solutions for spill prevention, and develops/ updates response plans; Planning and implementing actions to reduce spills, training response teams, and managing cleanup operations. Financial Oversight: Manages the complete financial lifecycle for large-scale spill responses, including requesting and executing funds, formulating budgets, and developing yearly execution plans in coordination with higher authorities.
