Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Military Grades: Enlisted E5 to E9; Warrant Officer WO1 to CW5; Officer 01 to 05 This is a Financial Certification Level 2 position Compatible Military Assignments: MOS Immaterial GENERAL EXPERIENCE: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining. SPECIALIZED EXPERIENCE: Must have 1-year of specialized experience at the next lower grade level (GS-11). Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. Skill in collecting and analyzing data effectively, efficiently, and accurately; Skill in applying procedures and directives by reading and interpreting program material; Skill in presenting formal training presentations and briefings; Ability to prepare reports and presentation formats. Must have experiences in accounting preparation and planning with a full range of competencies in the accounting business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or, demonstrated experiences in conducting financial reviews that involved evaluating programs in terms of economical use of property and personnel.
