In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Equipment Facilities and Services Series, 1601. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, practices, procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Management. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of Unit Command Control (UCC) activities during exercises and/or contingency operations. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services. Knowledge of safety and security principles for government facilities organizations. Knowledge of basic facility programming; governing documents such as work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skill in reading and interpreting paper- or computer-based reports to determine deficiencies and prepare complete documentation for maintenance management and investment planning. Skill sufficient to oversee and implement a program involving identification and resolution of difficult issues or problems such as determining facility deficiencies and appropriate corrective action; developing maintenance concepts, including forecasting maintenance and repair, preventive maintenance, and establishing initial repair and replacement factors; and analyzing facility and equipment requirements against technical program facility needs. Ability to use automated CE IT systems (such as SMS, CMMS, and NextGen TRIRIGA). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
